to support our Navy customer in

Essential job functions will include but may not be limited to:

  • Providing overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting and Execution (PPBE) with particular focus on program planning and analysis, budget preparation and justification, funds execution, contract and cost analysis and Earned Value Management (EVM), and the presentation of this data in various formats.
  • Specialized focus on EVM and Cost and Software Data Report (CSDR) support which includes review of Integrated Program Management Report (IPMR) and CSDRs, participation in Integrated Baseline Reviews (IBRs), performing monthly cost and schedule analysis and monthly metrics, generating Estimate at Completion (EAC), and assisting with preparation of briefings and reports where EVM reporting is required.
  • Leading financial and business operations support at the PEO and Program Office levels while interacting with senior Military and Civilian leaders and managers (Flag Officer / SES Rank) personnel. Supervising immediate support contractor staff to meet contractual requirements.

Required Education, Experience and Qualifications:

  • At least five (5) years of supervisory experience, and experience communicating with SES/Flag level personnel.
  • At least ten (10) years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government Financial management, or Industry or Government business management.
  • At least five (5) years of experience with ACAT I and II programs, including Earned Value Management, budget development, and/or financial execution.
  • Has knowledge of fiscal laws and guidance on Department of Defense funds execution for multiple appropriation types. This could include Research, Development, Test, and Evaluation (RDTandE), Other Procurement, Navy (OPN), Operations and Maintenance, Navy (OMandN) Operations and Maintenance, Navy Fleet Modernization Program (OandM, N, FMP), Shipbuilding and Conversion Navy (SCN), Foreign Military Sales (FMS) acquisition and support funding, and Other Customer Funds (OCF).

Preferred Experience:

  • Masters' degree in a related field.
  • Experience with data management, data analysis, graphics, and data visualization tools (e.g., ADVANA and/or Qlik) preferred.
  • Preparing and researching various types of funding documents within Navy Enterprise Resource Planning System (Navy ERP), tracking commitments, obligations, expenditures of funding, and assisting in resolving related issues.

Education Requirement/Required Years of Experience:

  • Bachelor's degree (BS/BA) in related field, or seven of 10 years of experience gained due to in-depth experience and specialized knowledge in the related field.

Clearance Requirement(s):

  • Candidates for this position must be eligible to obtain/maintain a U.S. DoD Secret level security clearance; Candidates with a current Secret clearance preferred.
