Protected Communication Systems (PCS) is seeking an experienced Manager, Contracts to support our Airborne Solutions programs. The Manager, Contracts is a valued and integral member of the Program team.

This role requires the regular application of strong business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence results in support of program and financial objectives. Additionally, the Manager, Contracts is required to work closely with the

Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the applicable programs.

This role supports a geographically dispersed team located across the continental U.S.

What You Will Do:

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions.

  • Implement strategies to improve acquisition timelines and customer pace of contractual actions.

  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.

  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.

  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.

  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.

Qualifications/Experience Needed:

  • Must have a minimum of 8 years of professional experience in defense contracting including administration/management of cost- type contracts, fixed-price type contracts, USG DoD contracts for development, transition to production, full rate production, sustainment, and services.

  • Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience.

  • Direct experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding and negotiations.

  • Advanced knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)

  • Demonstrated ability to shape results in support of objectives, including ability to communicate and influence leadership.

  • Active and transferable DOD Active Secret Clearance, required Day 1

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

    Preferred Qualifications:

  • Communication skills, both written and verbal, as well as the ability to build and maintain internal and external relationships.

  • Excellent analytical and solutions development skills

  • Experience with contract financial structures, pricing strategies, policy & procedure and compliance principles.

  • Proficient in Microsoft Office® suite (primarily Word, PowerPoint, and Excel)

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
