State of Idaho Opportunity

The Idaho Department of Water Resources (IDWR) is offering an exciting opportunity for an individual to impact water management. IDWR seeks an engineer to support the Water Allocation Bureau and other water resource programs. At IDWR, employees experience autonomy, work-life balance, periodic field work, and a professional office environment.

The position is open to engineers who have obtained their Professional Engineer credential as well as Interns who are working towards licensure. It is based in IDWR’s State Office in Boise, Idaho. Boise offers both a vibrant urban atmosphere and abundant opportunities for outdoor recreation.

A one-time $5,000 RECRUITMENT BONUS is offered for this position. Recruitment bonus criteria must be met.

There are multiple levels for this job opening – Engineer, Intern; Engineer, Associate; Engineer, Staff; and Engineer, Technical 1 job classifications. Through on-the-job training, classroom training, and achievement of team goals and agency goals, there will be opportunities to progress to the next full working-level job class in the Engineering career track. As an Engineer-In-Training (EIT) you will enter at the Engineer Intern or Associate level depending on your level of experience. As a licensed professional engineer, you will enter at the Staff or Technical 1 Engineer level depending on your level of experience.

EXAMPLE OF DUTIES

· Review and evaluate complex water right applications for municipalities, complex industrial or mining systems, and other non-routine water uses and report technical findings.

· Review data reports submitted by water right owners to verify compliance with water right conditions.

· Develop and/or update guidance memoranda for the Water Allocation Bureau.

· Review environmental impact statements for projects proposed by federal agencies or impacting federally managed land and coordinate development and submittal of IDWR’s comments.

· Coordinate with state, federal, and local government agencies and water user groups to resolve complex water administration challenges.

· Conduct public outreach to inform interest groups about water appropriation or water right adjudication matters.

· Process water right filings for permits, transfers, adjudication claims, and ownership changes.

· Respond to customer inquiries regarding water rights, filing requirements, statutes, rules, and policies.

· Provide engineering and other technical assistance as needed for Water Allocation Bureau staff.

· Testify in administrative or court hearings about water appropriation or water right adjudication matters.

· May conduct routine and periodic inspections of dam construction and write technical reports of inspection findings.

· May hire, train, mentor, and supervise program staff and evaluate their performance.

ENGINEER INTERN AND ENGINEER ASSOCIATE LEVELS

Minimum Qualifications :

· Candidates must meet one of the following qualifications:

· Graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) AND within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer-In-Training

· OR certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the EAC/ABET

· OR graduation from a four-year engineering curriculum accredited by the EAC/ABET AND verification that the candidate has passed the Fundamentals of Engineering Examination.

· Candidates must possess a valid driver's license.

  • The Engineer Intern level is met based on the minimum qualifications listed above.

  • The Engineer Associate level is met based on the minimum qualifications listed above AND at least two years of post-certification work experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying engineering principles and practices; and coordinating field work and inspecting projects or facilities for compliance with standards.

    Desired qualifications and experience :

· Some knowledge of water resource management.

STAFF AND TECHNICAL 1 ENGINEER LEVELS

Minimum Qualifications:

· Licensure: Licensed in Idaho as a Professional Engineer (PE); OR eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12.

· Experience: Analyzing, interpreting, and applying federal, state, and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting, and adapting standard engineering plans, specifications, and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards.

· Valid driver's license.

  • The Staff Engineer level is met based on the minimum qualifications listed above.

  • The Technical 1 Engineerlevel is met based on the minimum qualifications listed above AND at least four years of post-licensure work experience as a staff engineer: coordinating with state and local government operations in the area of water management; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and related correspondence; reviewing engineering analyses; and making oral presentations to groups relative to the merits of engineering applications. A master's degree in a related field such as hydrology, geology or geosciences, geotechnical engineering, or civil or environmental engineering can qualify for one year of additional experience. A Ph.D. in one of the related fields can qualify for three years of experience. A Technical 1 Engineer is expected to handle more difficult projects with little supervision.

    Desired Qualifications and Experience:

· Engineering experience related to water resource management.

· Experience testifying in court or at public hearings on the merits of engineering applications.

· Experience presenting complex technical information to a variety of audiences.

· Some knowledge of hydrology, water rights, water resource management, and/or agriculture. This experience may be accomplished through work experience post-licensure as a staff engineer or successful completion of at least 12 credit hours of related education in surface and ground water hydrology, dam safety evaluation, stream channel alteration, irrigation methods and system, design of hydraulic structures, or related areas of water measurement and use.

· Writing technical engineering reports.

WORKING CONDITIONS

The work is primarily performed in an office environment. Periodic field visits to project sites may be required and may involve walking over rough terrain, exposure to variable weather conditions, and lifting and carrying up to 30 pounds. Out-of-town and occasional overnight travel is required.
